Papers are to be submitted electronically via the IEEE web site (URL provided below). This site contains author
instructions, templates, the paper upload site, and the IEEE Copyright site (just like IGARSS). Go to the site
and enter the conference ID (ID provided below) in the middle of the page where it
asks for this information. You can review the information, access the templates, and create an author
account. If you have created an account before, just enter your email address the site will
remember and bring you to your account.
